"Spain's migration crisis"

The Democratic Republic of Congo has got a migration crisis—not Spain. Or Gibraltar, for that matter.

Spain is supposed to prevent people from crossing the sea in inflatable boats, then? Presumably by opening all borders & ferrying Africa in. Perhaps the British might try that at Gibraltar, it's quite close to Africa.
