Dr. Orwell vs. General Utility

A passage from Elizabeth Hamilton's anti-Communist Memoirs of Modern Philosophers:

 'General Utility, my dear Madam', said Dr. Orwell, smiling, 'is an ideal personage, a sort of Will o' the wisp, whom some people go a great way out of the road to find, but still see him shining in some distant and unbeaten track; while, if they would keep at home, and look for him in the plain path of christian duty, they would never miss their aim'.
